When Mike considers a link exchange or becoming a link partner, he first checks the PR of home page and links page urls. The higher the PR of BOTH, the higher it gets listed on his links pages.
Mike's home page is a PR3 and some of his pages containing link partners are an impressive PR2. Some PR5 (and higher) sites have links pages that are NR, meaning much lower ranked than Mike's.
